CASPER, Wyo. — During its work session Tuesday, the Casper City Council authorized the early replacement of plates and gaskets for a leaking oil cooler heat exchanger at the Ice Arena.
The replacements were scheduled for Fiscal Year 2024–25, but recent maintenance work revealed a more immediate and safety-oriented need, according to the agenda for the work session.
Nick Whipps, director of the City’s Recreation Department told the council of the need, but noted that it posed no health threat to the public.
The repairs should be done in two weeks, Whipps said, adding that the ice arena remains open to the public.
Ice arena supervisor Chad Green said ammonia is used to keep the ice cold.
Mayor Steve Cathey said ammonia is used for commercial purposes, unlike freon and similar chemicals used in household refrigerators.
The concern started in July when the city’s maintenance provider, Total Mechanical, provided a list of recommended mechanical repairs. The current needs were included in the current fiscal year’s budget.
The list included the need of the oil cooler heat exchanger for FY 2024–25, and noted a minor oil leak that could wait.
However, scheduled annual maintenance on March 19 found the oil leak had worsened and the equipment was leaking ammonia. Ammonia gas can harm exposed workers and cause skin, mouth, throat, lung and eye irritation, as well as death.
Total Mechanical recommended replacing the necessary plates and gaskets as soon as possible.
The proposal to do this work has a not-to-exceed cost of $20,825 and will be paid by Optional One-Cent Sales Tax No. 17 public building improvement dollars. The city has this cash on hand.
